Is this site a roofing company?

Does a re-roof inside Columbia city limits need a permit?

Yes. The City's roofing permit application covers both tear-off and re-roof jobs, and the fee is based on the declared job value. Planning & Development Services (1401 Main Street, 3rd Floor, (803) 545-3420) issues it, and your roofer is the one who applies. Building work in the City follows the 2021 International Residential Code as amended for South Carolina, and the 2024 edition takes over on January 1, 2027.

My home is in a historic district. Is there an extra step?

Yes, if it is one of the City's districts. In a City historic or design district, such as Elmwood Park, Waverly or Old Shandon/Lower Waverly, a Certificate of Design Approval is required before the roof permit is issued. There's no fee for it. Raise it with the City's preservation staff early, above all if a different roofing material is on the table.

How do I check whether a roofer is registered?

South Carolina requires a roofer doing a home job over $500 to register with the Residential Builders Commission as a residential specialty contractor. Jobs over $5,000 also need a $5,000 surety bond on file. Search the company on LLR's online licensee lookup, or phone the Commission at 803-896-4696.

A roofer offered to cover my deductible. Is that allowed?

No. S.C. Code § 40-59-25(E) bars roofers from advertising or promising to pay or rebate any part of an insurance deductible, and from handing you any gift, credit or "referral fee" connected to the sale. Breaking that rule is a misdemeanor and can cost the roofer their registration.

Can the roofer handle my insurance claim for me?

No. Under § 40-59-25(D), a roofer is not allowed to represent you or bargain over your roof claim with the insurer. The roofer can inspect, photograph and price the damage, and that written report can back you up in your own conversations with the insurer. Adjusting a claim for pay is reserved for state-licensed public adjusters.

What if my insurer denies the claim after I've signed?

If the contract is to be paid from insurance and the insurer turns down all or part of the claim in a written notice, you have until midnight on the fifth business day after the denial reaches you to cancel. The roofer must give you a written notice of this right and a cancellation form, and can't demand payment until those days pass, apart from emergency work.

Can I back out of a financed roof deal signed at my kitchen table?

Often, yes. When a sale on credit is made at your home, § 37-2-502 lets you cancel until midnight of the third business day after you sign. Read the contract for the cancellation notice, and ask the roofer to point it out before you sign anything.

Are there grants for a stronger roof in Columbia?

Not right now. The SC Safe Home grant program serves 11 coastal counties, and Richland and Lexington counties aren't eligible, per a June 30, 2026 SC Office of Resilience report. Insurers do have to disclose any discounts they give for wind-resistant features, though state law sets no amount.
